Abstract |
The transportation construction industry is one of the most critical components of every country's economic growth. However, several projects nationwide faced schedule delays because of weather conditions and other factors. Therefore, considering accurate weather-related delays and establishing a reasonable construction time is essential in project planning and schedule management. Thus, this study proposes a framework for estimating weather delays using historical daily work reports (DWRs). Project data from 161 completed projects, including 29,539 DWRs, were collected from a state highway agency. These projects were delivered between March 2017 and February 2023. The framework analyzes DWRs to determine how many weather delays occurred each month by location by searching for keywords in DWRs. Finally, 15 case studies were conducted to validate and measure the proposed framework's accuracy using Akaike information criteria (AIC) best selection measure and risk Pareto distribution as it striked a balance between the goodness of fit model for all 12 months. This study helps state highway agencies determine an accurate account for weather delays based on historical data to estimate construction time better. |
